The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capacity provided through up-to-date information. From observation points, military aircraft that had been dispatched to counter approaching guided weapons flew past – sophisticated military planes provided to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into sober acceptance: maybe the incoming missile won't hit its mark this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a defensive team – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.

Periodically, this continued until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a need that regional partners are evidently unprepared to substitute in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, undoubtedly, continue.

Political Considerations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does nothing to deter Moscow, through diplomacy or military means, from believing that the current condition will not change more in its favour in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its advantage.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
